How much evidence should the rover wait for?
Write a wait rule. Test an isolated false reading and a real object that lasts for several readings.
Count consecutive positive readings, resetting to zero on a negative reading. Open the gate when the count reaches the requirement.
Cut these cards apart. Use the original example first, then let a partner supply a changed case. Keep sealed/final cards with the teacher until the learner commits a rule.
